Most likely lack of specificity about the terms and amounts of that contract. But most people don't realise just how strategically important Dover AFB is; it's a showcase base, with a lot of people, a lot of aircraft, and and a lot of activity. iVoice needs to understand they've just stepped onto centre stage, under incandescent spotlights, so they better have their lines down cold as they fulfill this contract.
