My, my...you certainly are full of yourself. You really believe that you are responsible for the additional States? They were applied for long ago and you know it!

Having gone through an "application" process myself, I know that picking up the application from the counter technically starts the process. Here's where it gets interesting. The body you are applying to doesn't even know that an application is being made...not until the fully completed application is presented to them. It is up the applicant to provide all the information. The onus is on the applicant to gather up this information in order to submit a completed application. Hundreds of applications are picked up on a regular basis...they do not ask for information, names...nothing...which is why the applications being made or those that are "in progress" don't show up anywhere.

They merely hand the anonymous person/company representative the application together with the list of requirements. The completed application then ends up in some bureaucrat's Inbox and gets looked at whenever that particular bureaucrat deems to take the time to delve into the pile, look at it, approve or disapprove it. Those applications have likely been there for some time. They are getting approved as they are looked at, not when they are submitted.

Don't argue this point. I've been there...done that. I am giving you the severely condensed version of the process, but I think you get the drift.
