In addition, degrees (any honors, majors, minors and specializations) are considered public information since they are conferred in a public ceremony.

From the above note, it seems that Ohio State at least would verify whether or not an individual's claim to be a graduate is a fact. After all a degree is conferred in a public ceremony. And I think most all Universities will reserve the right to deny an individual's claim of receiving a degree. To not do so undermines the value of all degrees. Otherwise, everyone will claim PhD's from CalTech, Princeton, Harvard or even say Ohio State and then just say that they filed a FERPA form limiting access. I am sure this is not the intent of FERPA at all.
