Jim, confidence in the market should carry over to the small caps. The small caps have lagged the overall market since July.

Revised earning estimates:

<Salomon Smith Barney revised its earnings
outlook for the S&P 500 EPS for 1999 to $50, up 12.8%
from 1998, and $53.25 for 2000. Prior numbers were
$48.85 for 1999 and $51.40 for 2000. The investment
bank says the causes of the earnings drag in 1998--
international markets and commodity prices--are
abating. Plus onetime events--such as last year's
strike at General Motors and the emerging markets
crisis of late 1998--make for easy comparisons to the
second half of 1999. However, after a very strong year
in 1999, the EPS growth rate should slow in 2000 on
much more difficult comparisons.>
