I suspect that you have seen Metcalfe's newest prediction of the collapse
of the Internet. It is based on the problems associated with things like
streaming audio.

You might be interested in seeing the reaction of the folks who look at
the Internet design to this problem. The article doesn't mention any of
these thing by name. It just talks about "TCP unfriendly" protocols.

The article is by Sally Floyd of the AT&T Internet Research Center. The
title is Promoting the Use of End-to-End Congestion Control in the
Internet and is in the latest issue of the IEEE/ACM Transatcions on
Networking [ Volume 7, Number 4, Page 457].

While this is not yet IETF work, it shows the direction that the protocol
folks are thinking.

It builds on the random early drop (RED) router responce to congestion
that is being built into routers. The basic idea is that the routers would
drop packets in flows that do not respond in a friendly way to congestion
or take an unfair fraction of the bandwidth at the router.

This is not a replacement for end-to-end congestion avoidance mechanisms
that are built into the TCP protocol. But because of the negative impact
that this would have on the unfriendly protocol flows it would encourage
protocols designers to include appropriate congestion control.
