SAN JACINTO, Calif.--(BUSINESS WIRE)--Sept. 21, 1999--Peacock
Financial Corporation (OTC BB:PFCK) announced that it has become a 49%
partner in VIR-TEK Company, a minority disabled veteran engineering
and contracting firm, formed to take advantage of recently passed
federal legislation (H.R. 1568) requiring preference on all programs
and projects funded by federal dollars.

stated, "This is a natural for us. Our 22 years of experience in real
estate development includes a network of subcontractors in virtually
all aspects of engineering and construction. We are also pleased to be
working with Virgil Woolfolk, our 51% minority disabled veteran
partner, who contacted us to join him and to help expand his existing
business specializing in environmental planning and water quality
issues."

Business Development Act of 1999 (H.R. 1568), it became obvious that

VIR-TEK Company is currently in process of being included on the bid
lists of all governmental agencies in Southern California, including
all school districts. Also, he indicated that net profits through the
year 2000 are projected to reach or exceed $1 million from this alone.
