Clearly the described scenario involves call forwarding which isn't likely to be "caused by our system" as the quote would imply. Call forwarding is an optional extra-charge feature provided by one's local telco. For example, a quick check at my telco's (BellSouth) website shows call forwarding costing $4/month plus setup charges which is nearly half the cost of an additional phone line.

There's also the question of how the forwarding gets set and reset. Does the user do this manually or does the software? If the software does it, than how does the phone get "unforwarded" if the user's PC crashes while connected? Lots of opportunity for customer service calls here.

Regarding the ability to use the phone while connected. Is this just for the phone which I'm using to surf or does this capability extend to other phones in the house on the same line? Clearly one of the major motivations for 2nd phone lines is the problem of Mom wanting to make a call but the line is tied up because Jr. is surfing, etc. If this problem isn't solved then the potential benefit is greatly reduced.
