Thanks Glenn, one thing I did find out is that GCI appears to be reselling local service in ATU's areas just as many local resellers are doing here in the 48. They are leasing the lines from ATU at a discount and reselling to customers in the same service area. So in those cases, ATU (ALSK) is still getting profit for those lines but at a discounted rate.

When a GCI customer picks up their phone, they are hearing dialtone from ATU equipment but paying GCI.
