I like your idea of community involvement in SI's Terms of Use enforcement. It takes all kinds to make SI the informative and entertaining forum it has become. SI has not degenerated into a moronic morass of mongers because Jill and Bob and perhaps others I am not aware of have consistently exercised good judgment in eliminating outrageous behavior. They have done this without really limiting the freedom of speech we cherish. I know this cannot be easy.

Their very success in allowing freethinkers lots of rope to hang themselves seems to encourage a few to test the limits. I suspect the jailers and 'jailees' get too know each other too well to be completely objective. A "relationship" seems to form (at least in the minds of a few) wherein it becomes a game of brinkmanship. If so, it might be useful to have some sort of peer review.

If there are to be SI-Judges as suggested, it would be good to have rotating terms. An example would be to have seven judges with seven-month terms where one is replaced each month. This rotating combination of veterans and fresh faces helps military organizations focus on following the rules and not the personality cults that might otherwise form.

In the spirit of the Internet, I think you can try anything and see if it works.
