Hi Robert-

There's a product out there called Ping Plotter (and others that are very similar and fall in the family of traceroute utilities) that I first learned about on this thread. It identifies each element in the path between your computer and the target site and lists the delay of each. Then if you dbl-clk the slow element, it gives you all the particulars about it: name, tech and administrative contacts with their phone numbers and mailing address. It's all the registration info that you have to provide when you get a url. I can almost garantee that your phone call telling them they're on their butt will not be welcome, but when you get really frustrated, it's often nice to share it with a friend! :-)
