The Microsoft&#174; Windows Latin-1 character set additions to ASCII / ISO 8859-1 are recognized by the Microsoft and Netscape browsers.

I've found that unless the character is in the form Character Reference (Dec) when you submit or in the last edit, it will appear as intended only in the version of SI from which you submit. Apparently there is an inconsistency between New and Classic, but that may become a moot point once Classic is strictly a customization option.
