I don't believe the encryption was actually hacked. I also don't think there's any encryption in these debit cards. What was and always compromised is the "PIN" or "key" that is entered which allows access to transactions. Also a 4 digit PIN is a joke these days, this could be broken very easily.
The Ontario government will provide these Smart cards with top encryption (more than likely CIC inside), and for further control of privacy and information a biometric scanner of sorts. If they do not include some form of biometric scanner for the key and revert back to the 4 digit PIN key then they would have wasted all that encryption.
If a door was made of titanium (almost unbreakable!) but you leave the door unlocked....
