Thats the exact way to stop this mess. Get the large shareholders to start doing something along those lines. Many of the state retirement boards do this regularly. It is the mutual funds that vote in accordance with management and blow the whole deal.

Biggest problem lately is that it is easier just to sell and jump to whatever bandwagon is rolling. Sad. But some investors would never ever think of writing to the board of directors. Even when they have an email link to investor relations. It is the simplest of all things to do. Send an email and request it be given to the BOD. Works best for smaller under $1.5 Billion companies.

But this giving the store away in compensation has to stop.
