How about this?
Theory1. Some of the women the men thought were women were actually men.

Consider a sample of 10 men and 10 women, 2 of the women have sex with all of the men (sluts!) and the other 8 women are celibate. That makes an average of 2 sex partners for the men and (2*10+8*0)/10=2 for the women!
