I vaugly remember that foundries made approx 10% of all chips, but I don't know what the estimates for the future are. I'd guess if that approached 20% by 2002, they would significantly dampen cycles.

If you refer to slide 10 of Sue Billat's presentation here, Dataquest has foundry percentage of total semiconductor revenues at 17.4%($31.9B in sales) in 2000 rising to 22.5%($75.9B) in 2004:
