Ground zero for Bush's energy policy - looks like he does plan to move fast, but he'll run into a lot of opposition on this one:

Bush to Move Quickly on New Oil Drilling-W.House

WASHINGTON (Reuters) - The White House said on Monday that President Bush will move quickly to implement a national energy policy, a key component of which would be to open the Arctic National Wildlife Refuge in Alaska to oil and natural gas drilling.
Opening ANWR is a top priority of the Bush administration, but the exact timing on when the president will push for drilling in the refuge, which must be approved by Congress, must still be worked out, White House spokesman Ari Fleischer told reporters.

"Moving quickly on a national energy policy is important," Fleischer said. "We'll push ahead to develop 8 percent of the Arctic National Wildlife Refuge," he added, referring to the 1.5 million-acre coastal plain of the 19-million-acre refuge on which drilling would be allowed by Bush.

Bush wants to allow drilling in the refuge -- home to caribou, polar bears and other rare wildlife -- to increase domestic supplies of oil and natural gas.

"The President believes very strongly that to protect America's energy security and to prevent our nation from once again being overly reliant on foreign supplies at a time when Americans are paying sky-high prices for natural gas and home heating oil, we need to develop our own national energy resources," Fleischer said.
