W can do whatever he wants, subject to the balance of powers and the next election. The Reagan gag rule was not exactly a shining example of logical and well thought out policy, but if W wants to reinstate it, that's his right.

Of course, asking for parity in treatment between W and Clinton is definitely a double edged sword. Somehow, I doubt that anything like the Clinton hatred industry will be developing right away, though the Republicans will be whining about every little thing right from the start. You hear anybody like Rush on the radio bashing W, let me know, OK?
