If the subject isn't imaginary, then I think the painting is probably about Storyville, the legendary red light district in New Orleans. One of the other paintings on the site, The Naked Dance, is definitely set in Storyville, and also the one of EJ Bellocq photographing a prostitute.

Remember the movie, Pretty Baby? It was set in Storyville.
