Sounds sensible to me. Since when did money not talk?
I presume the idea would be the "rent money" be ploughed into the heights development?

A few points.
(i) Non of the above extensive documentation addresses the fact that the State of Israel has absorbed many refugees from the Arab lands as provided in this link.

The numbers mentioned suggest that these are conservative too. It only seems "just" and "fair" that this subject should also be considered in peace negotiation. Arab recognition of this fact is an requirement if nothing else. (and as such should educate there populations to this fact)

(ii)I like UN resolution 242. It's short. The rest of the links go into great detail for a peaceful solution. In my cursory overview, no stone is left unturned. No effort has been spared into resolving the documentary side of the peace accord.

(iii) No lengthy documentation can deal with the likes of Ahmed Yassin if he does not see negotiation as a solution. He should be arrested and stopped at whatever cost. If Arafat is unable to control him and other factions, other Arab Nations should assist.

(iv) a massive effort of education (yes, propaganda, after all, the hate was seeded with propaganda, why should not the mutual understanding and respect be seeded in the same fashion?)
Reading "Oslo peace accord is dead, says Sharon ". Link (c) above. The casualties rates do seem a bit odd. 306 Palestinians dead, 13 Israeli Arabs, and 43 Israeli's. Also this link...

Are not the death rates of Palestinians excessive? i.e. They are inflammatory in such they perpetuate the war. Is this in the interest of the voting population of Israel?.
