Bob, personally, I'd start off with a proven, robust, commercial spell-check that allows the webmaster to add words to the custom dictionary. Then, add a line to the spell-check preview screen that anyone who believes a particular word should be added to that dictionary should either send a message to you or type it into a field specially for that purpose (which you evaluate manually before adding). Feel free as a techie to bypass the first part, but unless you are prepared to head down the cognitive computing pathway on the second part, I'd stick to your own brain.
