I want to see Bin Laden dead, unlike GWB, who can use him as a convenient tool to boost War Department budgets ad infinitum, as long as Bin Laden is on the loose.

The tape was extremely questionable. The way they presented it makes me highly suspicious that the Hill & Knowlton crowd had a hand in editing it. See:
