If you mean to encompass a tariff war in your response, we part company.

One thing about tariffs is, they harm the well-being(sure, both economic and cultural, if anyone wishes, truly) of the populace. We ought to recognize the negative effects even though we may deem them overridden by the needs of war. War simply won't repeal the laws of supply and demand. When prices change, markets shift and some jobs are born while others die. The nature of the work real individual people, in numerous places do, is altered as surely as are the buying patterns of end users who must pay higher prices.

We can afford not to sell weapons to Iraq. You've got that right, no doubt. No problem. I'm far less certain we can afford to muddle the steel markets of the world, as it may anger exactly those who've proven best able to kick out the good stuff for our economy. What, Japan becomes our enemy? Japan, an enemy in this war on terrorism?
