My wife used to teach at the American Univ. in Cairo, and even she had to pay a bribe (beksheish) to get course supplies. It is much worse in the lower grades. This is the normal course of things all over the Middle East, nothing out of the ordinary. She even had to pay off her doorman to get her mail.
