ROFL - you're the quintessential piker.

I didn't say there weren't culprits among the market making firms, in fact - in the quote you yourself reposted, I said that there were violations, just not street-wide and certainly not conspiratorial.

Instead, I believe that there were (and still are) other, more prominent (not to mention verifiable) risks to investors in 1996: specifically, four or five major retail brokerage chop shops in operation which in some cases continued to defraud individuals for years before finally being shut down.
