That's the problem when you have the Good Ol' Boy network.

If there's such a network in place, why do some firms/individuals get charged civilly and criminally from time to time?

Let me guess: it's all manufactured to keep up appearances - right? (That seems to be most conspiracy theorists' explanation, as far as I can tell.)

The SEC is overburdened...

And yet you'd propose more regulation.

...and anytime criminals-to-be...

"Criminals-to-be"? Is that the next frontier of interventionism - a la science fiction, finding individuals guilty before a crime is committed? (The more acceptable term for what you're probably trying to express is would-be criminals.)

...know that the chance of getting caught is small, they are more likely to try to get away with it.

And knowing that, you'd approve of more regulation?
