1. Re: your title, "...Found "Guilty" of Manipulation by NASD"
NASDR is not a court of law and does not issue legal verdicts. They're a private organization that conducts investigations and delivers findings among or pertaining to member firms. Most importantly, their burden of proof is far, far lower than that of the government, making comparisons between their decisions and what a court of law might have determined inappropriate, in most cases.
2. Moreover, as the case was settled, no denial of or admitting to the findings were made and therefore no "guilt" can be decreed, whether in a rigid legal or semantic sense. As the PR itself indicated (not surprisingly, you didn't embolden this line):
All parties consented to NASD Regulation's findings without admitting or denying the allegations[.]
...or is it just more evidence of your complete and utter ignorance of any aspect of the securities industry?
C'mon, Dave. If you're going to engage in this overblown, half-hatched hero fantasy - at least have the courtesy to know what you're talking about. It's not that I don't enjoy educating you; I just don't have the time to post more than, say, one or two messages at a time.
