As I said earlier, the NASD found Meyerson and it's Head Trader "Guilty" of Manipulation.

"NASD Regulation, Inc., announced today that it found that M.H. Meyerson, & Co., Inc. and its Head Trader, Salvatore Dacunto, manipulated the stock of Concap, Inc.,"
The main point here is the contents of the article released by the NASD, not the minutia of my choice of words in the title of my post. Besides, even your attempt at playing games of minutia to discredit and deflect are often full of flaws. For instance, the word guilty does not only apply to a legal case of wrongdoing, as in "guilty" or "not guilty". No one ever said or implied that the NASD is a court of law, nor does the word "guilty" in that way.
