07:38 ET IBM estimates cut by Morgan Stanley (IBM) 77.14: Morgan Stanley says that hardware remains a low priority for 2002 IT spending and IBM may be experiencing a deterioration in services signings this quarter, which could lead to weaker than expected 2H02 results; also, firm believes IBM is struggling to meet its internal hardware targets and initiated a 90-day payment deferral plan this qtr. Cuts 2002 est to $3.85 from $3.95 and 2003 to $4.35 from $4.45 (both well below consensus).
