It suggests that rates will be unchanged...

With tens of billions going to bail out South America again and again, and stepped up deficit spending, logic suggests that greater demand for borrowed money will drive up rates... Any rate cut would be artificial, and would build up inflationary pressures beyond what is normally seen coming out of a recession...
