I do not dismiss anything. I merely point out that the Governor of Tokyo, a man who 'would say no' to the US, could have bought a few JGBs to rid himself of the risk of Japanese bank, without taking on the risk of NYC bank. But he did not do so.

So what? Buying JGB would still have solved the problem.

The point being, I suppose, the Governor of Tokyo wanted to (a) start a trend, (b) was told to do so, or (c) is out of his mind.

As for the <<alternative implications>> ... already taken care of ...
