The article wasn't clear....but if people with favorable signs were allowed on the street but people with critical signs were herded into the park, then that's a violation of the First Amendment. If, to control traffic flow in a residential area, all people with signs were only allowed to congregate in an area large enough to permit the free flow of traffic and emergency vehicles and so forth, that might be ok.
