Here is a bit more history on the beginning of the Homeland Security legislation.

It shows bills dating back to March 2001. In February 2001, the Hart-Rudman report was delivered to the Secretary of Defense. That is why there was a bill introduced in March 2001 with the hearing.

The facts show that the House and the Senate have been leading the effort for a homeland security agency. In fact, the Senate is the only one of the two houses that moved legislation out of committee. Anyone that says the Senate is not concerned with the security of the United States is either ignorant of the facts or a liar.
