Why didn't the Clinton Admin enforce the UN resolution when our inspectors were tossed out in 1996? And now those people feel they have a say in what we do?

Seriously, the US and UK have been bombing Iraq's air defenses with regularity since then, during both the Clinton and Bush years. But there should have been a speech given by Clinton to the UN reminding them that the shortest possible leash was required for this guy. I think that was Clinton's failing on the issue.
