I think it is usually used by people who cannot intellectually stomach the dogmas of any particular religion, but still believe there is a greater force, power, or meaning to the universe than is available to the common understanding.

My experience has been that they are usually sensitive and perhaps somewhat fragile people who seek some degree of comfort and who choose to hope for an ultimate goodness--because this is the compassion and inclusion which they feel within themselves. Ironically, it is generally the consequence of a disaffectation with one or several religions...and an embracement of humanistic values...
