Explain?

Taxes on employing people discourage employment. In most cases a specific tax may not make a difference but at the margin there are some people who are not employed who probably would be if the employer did not have to pay the tax. Since they make no money now the effective rate is 100%.

When I said 1000% I made a mistake.
