Who was it who said that the true measure of a society is its willingness to care for its most vulnerable?

This keeps coming to the forefront of my mind these days, now that we're sliding down the back side of that bright economic moon we scaled in the nineties. I see lots of bright people on SI, who I don't doubt have had to tighten their belts and who are concerned about their kids' higher education and their own retirement, screaming like banchees about not owing the dumb, the lazy and the unlucky a damn thing.
