Another theory here is that Bush is playing poker with Saddam. He intends ultimately to settle for inspections- -with no strings attached. But Saddam is guilty as charged and given any reasonable alternative, will misdirect, delay, and obfuscate as he has in the past; the last thing he wants are honest inspections. The only way he will allow that is if the alternative is worse- -a US invasion and quite possibly his capture and trial for war crimes and crimes against humanity. In order to force Saddam to allow honest inspections, Bush needs the authority to use force against him at any time.
