Carter said "newkewlar". Carter graduated from Annapolis with a degree in newkewlar engineering. I suspect the man knew something about matters newkewlar. (Good thing, because clearly he knew nothing anout managing matters foreign.)

Now I'm not a newkelar engineer, but I know a bit about the subject matter. We can arrange a small quiz for you if you wish to prove your competence.
