Do you know, it never occurred to me that it was a scam. The only explanation I could think of is that the people before us had stolen the knobs, but the maid who cleaned the room after that person hadn't noticed and reported it. But while we were downstairs having breakfast, the maid went into the room we'd vacated and saw the knobless furniture, and thought the knobs had been swiped by the people who'd just left, us, and called the manager.
In fact, I'm sure the woman who so rudely accused us believed that there they'd be in our luggage. She was mortified that she'd created such an unpleasant scene accusing innocent people. If it had been a scam on us, wouldn't they have waited until we'd left and just put it on our credit card? But how could they get away with that?
I've seen notices in hotel rooms saying something like "The robe is for your convenience. If you choose to take it with you, a 49.99 will be charged to your credit card." But I've never seen "The knobs on the bureaus are for your convenience. If you unscrew them all and leave the furniture knobless, a charge of...."
