Poet a government can exist forever without fine arts, but in any case you are making a false dilemma. Its not government art or no art. Art exists with or without government involvement. National defense doesn't work so well without government involvement. So if art was not just a good and important thing but was as vital as basic as defense it would still be a lot less nessisary to have the government involved in it.

Edit - Also if your dead you can't perform or watch art and if your conquered by a totalitarian government your art will be very controled.

Re: "Can we just disagree" - I think we can just agree to disagree on the relative importance of art and defense. But I would like to see you respond to the point about how art can be privately funded while defense can not. After I read that response we still might be at a point where there is nothing to do but agreeing to disagree but hopefully I would at least have a better understanding of your ideas.
