My country may have excellent art and culture but what if the neighbouring country has none and is simply a war machine ? What good would my rich cultural heritage do then ?

Isn't this exactly what happened to India ? Rich art and culture...no defense. First the Moghuls and then the British plundered it for centuries.

Now, with the nuclear capability, things are different...although govt spending on art and culture did suffer in the process...
