Belgium in the 1980s [and perhaps still now] required government approval to move. It was a process of going to the police, then to the city bureaucrats to get approval to move.

Why was this?

There's something to be said for the Taleban and Islam and modesty and so on. The west could learn from them.

Nope. No religion should have this kind of civil authority. Hell, you can't hardly trust them on moral authority. Just turns them into a bunch of little Napoleons in love with their own power.
