Circular logic is the whole point. Rall makes an outrageous and totally unsubstantiated claim, i.e., Wellstone's death is somehow Bush's fault, and then claims that even if it really isn't Bush's fault, it's somehow Bush's fault that Rall would even claim that it's Bush's fault in the first place.

I guess Rall is hoping for an Oscar this year or something...
