Lazarus, the 1835 agreement was half-baked, among some feudal tribal chiefs up north, thrown together by some Poms, to forestall anything untoward with France and to stabilize the situation.

<cordially invite the Southern tribes to lay
aside their private animosities and to consult the safety and
welfare of our common country, by joining the Confederation
of the United Tribes.

4. They also agree to send a copy of this Declaration to His
Majesty the King of England, to thank him for his

The Maoris didn't want the French to think they could take over! They wanted the British - they knew what it was about and preferred habeas corpus and all that British jazz. Napoleonic code wasn't quite as attractive.
