How many times did the sniper have to phone the Feds to be taken seriously?

He might of been difficult to catch, but if it wasn't for his persistence, he might still be on the loose.

I don't see how "six sigmas" or any of the many parallel statistical programs can fix that problem.

It's a general question of awareness and the opposite of systematic thinking imho. i.e individuals thinking for themselves and following up leads. Encouragement and consideration from superiors for using lateral thinking skills.

These days, people are paid to follow instructions...not to think in radical terms. They are taught to think and act "in the box".

Example. Once upon a time you could send a letter to a company and get a reply from an individual. Now, no one is responsible enough to write someone a letter. If it's not in the computers set of defined responses, it doesn't get sent.
