Agreed PB.Six sigma is good for quality and process control enhancement in production and manufacturing and the like, it can also be useful for system and departmental integration ,but I'm skeptical of its broad use in such things as National Security and Military applications.

Where the gaps lie in these National Security and Military applications is good o'le basic " left hand - right hand " scenarios and what you describe as " thinking inside the box ".

Following procedure even when you know it won't work and not taking initiative because it not in the job profile.

That sort of thing.

Someone is trying to sell a " one size fits all - easy way out " approach, to address fundamentally structural deficiencies and inefficiencies that are largely the product of political incompatibilities associated with empire builders and tycoons who run rampant in the Public systems,with the trickle down effect of no one wanting to rock the boat.

Some basic common sense employed within a universal objective can go a long way to solving many of the shortfalls associated with departmental and multi- departmental operations.
