A Congressman is a member of the House of Representatives. A member of the Senate is a Senator. Since both houses together make up the Congress, 'congressmen' can occasionally be used for both together, for example in describing the attendees of a joint session of Congress, but the word is not commonly used in this fashion.

A Governor is not a member of the Federal government. A Governor is the head of the executive branch of each state's government, and his powers vary widely, depending on each state's constitution.
