Saddam's having a LOT of fun. He's the total focus of the world. How cool is that?

Now, he can totally co-operate with the UN, more or less handing government of Iraq over to them, which will almost certainly leave him in charge.

He'd get a turbo-boost of power. He'd be the man!

He could act as the focal point for anti-USA United Nations processes by sucking the United Nations deeply into running Iraq. That would leave him plenty of fun and strengthen his grip on power.

I can't see China or a lot of other countries forcing democracy on them any time soon.

He just needs to tug his forelock any time the UN says something and he's in business.

The UN has got hold of a tar-baby.

This could be a LOT of fun.

With luck, we'll actually get a really excellent outcome involving a reconstituted United Nations into something more democratic. Saddam, if he's smart, could play the ring-leader of that process. I doubt he's that smart. Too stuck in his old ways and with too many local enemies [not to mention international ones].

There are lots of games he can play. Unconditional surrender to the UN would be a tricky one. Starting with complete acceptance of inspections would throw a spanner in the works. I suppose a Gulf of Tonkin attack would get around that problem [an inspector could stand on somebody's foot and when they push him off, they could bring in the Gulf of Tonkin resolution].
