It started years ago and hasn't stopped. There have been continual bombings over the years, up to and I bet including today.

This has had the effect of keeping oil prices high, which gullible people think the USA doesn't want. The 'USA', contrary to common misunderstanding in the USA, is not a singular point of view and common interest. Oil companies need expensive oil. Their profits from the North Slope and elsewhere are dependent on competitors such as Iraq NOT getting their oil to market. OPEC is an American institution. The USA attacked Microsoft for far less cause than the cost of oil inflicted on Americans due to OPEC's cartel.

I imagine there might not be a war against Saddam. Keeping him in power might be the best outcome to keep the price of oil high. Which is great for France, Britain, Russia, USA, Canada, Australia, and those in OPEC.

Let's keep our cynicism antennae tuned.
