CB, Many years ago at University in Canada, I helped pay my way through by being a tutor in the TYP (Transitional Year Program). The students in Nova Scotia consisted primarily of Native Americans and poor Blacks (NS has a significant minority population - the largest Black population by percentage in Canada). This made everyone 'feel' good (sending these kids to college) - but they had very rudementary reading and writing skills. What was needed was a massive investment in elementary and secondary education. John
